Dubai announced a new initiative on Wednesday to make it easier for residents to purchase their first home, offering exclusive benefits. This bold move is part of the city’s broader effort to enhance quality of life and increase long-term investment in the local real estate sector.

Launched jointly by the Dubai Land Department (DLD) and the Department of Economy and Tourism, the programme is tailored specifically for UAE residents who are first-time property buyers, offering them privileged access to new launches, discounted pricing, flexible payment options, and attractive mortgage solutions.

A Vision in Line with D33 Strategy

Unveiled with support from over 13 major developers, 5 prominent banks, and key real estate platforms, this initiative aligns with the Dubai Economic Agenda (D33) - which aims to double the size of the emirate’s economy over the next decade and solidify its position as a global investment hub.

By making homeownership more accessible, the programme supports Dubai’s ambition to reach AED 1 trillion in real estate transactions by 2033 and to grow the population to 5.8 million by 2040.

Who is Eligible?

This initiative is strictly for first-time buyers — and comes with clear, fair conditions to ensure it reaches the right people:

You must be a UAE resident aged 18 or older

You must not currently own any property in Dubai

You must not have previously purchased property in the UAE

The property you buy must be priced below AED 5 million

This benefit can only be used once - it cannot be claimed again

(You are allowed to lease or sell the property at any time - there are no restrictions)

These criteria ensure that the programme truly supports first-time homeownership, and prevents repeated claims or misuse by existing property owners.

By registering through the Dubai REST app or the official DLD website, eligible buyers receive access to:

Upon submitting your preferences (apartment or villa, budget, contact method), your details are securely sent directly to developers. You’ll receive a confirmation once registered, and your information is also shared with participating banks to speed up mortgage pre-approvals.

For those preferring a more hands-on approach, the DLD has confirmed that registered brokers can assist residents with the registration and selection process as well.
